I have been looking for a Free PDF editors that can also be portable app and found that there is an addon for Open Office which allows you to edit a pdf file in its Draw program. Which wasn't bad. I was able to do and change most things with ease. It does take a little while to open a large PDF file, but it does open and you can edit.

Overall I found the OpenOffice addon just as good at editing as the paid programs
